What is the difference between a QA Officer and a QA Specialist?

In practice the Specialist title marks a senior individual contributor who owns a system (deviations, change control, supplier qualification, validation QA) rather than a queue. It is the usual stepping stone to team lead.

Can I move from QC to QA?

Yes, and it is the most common route. Two to three years of QC with exposure to OOS investigations and method validation is enough for most QA Officer roles.
